RES. 27<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><em><span style=\"color: #000000;\">To express the sense of the Senate regarding the 1944 deportation of the Chechen people to central Asia, and for other purposes.<\/span><\/em><\/p>\n<p style=\"text-align: center;\"><strong><span style=\"color: #000000;\">IN THE SENATE OF THE UNITED STATES<\/span><\/strong><\/p>\n<p style=\"text-align: center;\"><strong><span style=\"color: #000000;\">FEBRUARY 15, 2001<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><em><span style=\"color: #000000;\"><strong>Mr. HELMS<\/strong> (for himself and <strong>Mr. WELLSTONE<\/strong>) submitted the following resolution; which was referred to the Committee on Foreign Relations<\/span><\/em><\/p>\n<p style=\"text-align: center;\"><strong><span style=\"color: #000000;\">APRIL 3, 2001<\/span><\/strong><\/p>\n<p style=\"text-align: center;\"><em><span style=\"color: #000000;\">Reported by Mr. HELMS, without amendment<\/span><\/em><\/p>\n<p style=\"text-align: center;\"><strong><span style=\"color: #000000;\">RESOLUTION<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">To express the sense of the Senate regarding the 1944 deportation <\/span><span style=\"color: #000000;\">of the Chechen people to central Asia, and for<\/span> <span style=\"color: #000000;\">other purposes.<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\"> Whereas for more than 200 years, the Chechen people have<\/span> <span style=\"color: #000000;\">resisted the efforts of the Russian government to drive<\/span> <span style=\"color: #000000;\">them from their land and to deny them their own culture;<\/span><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\"> Whereas beginning on February 23, 1944, nearly 500,000<\/span> <span style=\"color: #000000;\">Chechen civilians from the northern Caucasus were arrested<\/span> <span style=\"color: #000000;\">en masse and forced onto trains for deportation to<\/span> <span style=\"color: #000000;\">central Asia;<\/span><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\"> Whereas tens of thousands of Chechens, mainly women, children,<\/span> <span style=\"color: #000000;\">and the elderly, died en route to central Asia;<\/span><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\"> Whereas mass killings and the use of poisons against the<\/span> <span style=\"color: #000000;\">Chechen people accompanied the deportation;<\/span><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\"> Whereas the Chechen deportees were not given food, housing,<\/span> <span style=\"color: #000000;\">or medical attention upon their arrival in central Asia;<\/span><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\"> Whereas the Soviet Union actively attempted to suppress expressions<\/span> <span style=\"color: #000000;\">of Chechen culture, including language, architecture,<\/span> <span style=\"color: #000000;\">literature, music, and familial relations during<\/span> <span style=\"color: #000000;\">the exile of the Chechen people;<\/span><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\"> Whereas it is generally accepted that more than one-third of<\/span> <span style=\"color: #000000;\">the Chechen population died in transit during the deportation<\/span> <span style=\"color: #000000;\">or while living in exile in central Asia;<\/span><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\"> Whereas the deportation order was not repealed until 1957;<\/span><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\"> Whereas the Chechens who returned to Chechnya found their<\/span> <span style=\"color: #000000;\">homes and land taken over by new residents who violently<\/span> <span style=\"color: #000000;\">opposed the Chechen return; and<\/span><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #000000;\"> Whereas neither the Soviet Union, nor its successor, the Russian<\/span> <span style=\"color: #000000;\">Federation, has ever accepted full responsibility for<\/span> <span style=\"color: #000000;\">the brutalities inflicted upon the Chechen people: Now,<\/span> <span style=\"color: #000000;\">therefore, be it<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><em> Resolved,<\/em> That it is the sense of the Senate that\u2014<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><strong>(1)<\/strong> the United States should commemorate the<\/span> <span style=\"color: #000000;\">57th anniversary of the brutal deportation of the<\/span> <span style=\"color: #000000;\">Chechen people from their native land;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><strong>(2)<\/strong> the current war in Chechnya should be<\/span> <span style=\"color: #000000;\">viewed within the historical context of repeated <\/span><span style=\"color: #000000;\">abuses suffered by the Chechen people at the hands <\/span><span style=\"color: #000000;\">of the Russian state; <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><strong>(3)<\/strong> the United States Government should make <\/span><span style=\"color: #000000;\">every effort to alleviate the suffering of the Chechen <\/span><span style=\"color: #000000;\">people; and<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><strong>(4)<\/strong> it is in the interests of the United States, <\/span><span style=\"color: #000000;\">the Russian Federation, Chechnya, and the inter<\/span><span style=\"color: #000000;\">national community to find an immediate, peaceful, <\/span><span style=\"color: #000000;\">and political solution to the war in Chechnya.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>107TH CONGRESS 1ST SESSION S.
